Poland shifts rules of engagement as talk emerges of Patriot missile plant

Meanwhile, a manufacturing facility for Patriot missiles destined for Ukraine may be established in Poland, as proposed by the Deputy Minister of Defense of Poland, Magdalena Sobkowiak-Czarnecka.
However, Moscow already has a ready response to this scenario, and that includes fire and chaos for any country that openly involves itself in the Ukrainian war.
As becomes apparent, the Poles are drastically upgrading their participation in the war effort of NATO against Russia, placing, however, on their own back, a major target.

Frenzy in Poland: «Open fire on Russian fighters»

Specifically, Poland will completely modify the rules of engagement of its air force, allowing fighter pilots to shoot down drones and missiles detected by radar under special wartime defense procedures, according to RMF24.
The publication notes that pilots will be permitted to open fire without visual confirmation if multiple data feeds indicate an enemy target.
In the coming days, the Ministry of National Defense will alter the terms and rules of engagement of Polish aircraft and helicopters against targets approaching us from Russia, states RMF24 citing Polish Deputy Minister of Defense Cezary Tomczyk.
The report stresses that at present, the decision to deploy weapons can be made only following visual identification.
This means that the pilot must close in on the target and identify it with precision.
Following the revision, the pilot or operational commander will require only a radar picture to make the firing determination.

«Until now we did not utilize these capabilities, as they are typically reserved for war or martial law.
However, given the threat and the fact that Poland faces a daily hazard of drone incursions, we must apply these revisions in the interest of both the pilots and national security», emphasized Cezary Tomczyk.
It is recalled that Kyiv has been calling for years for NATO nations to shoot down Russian weapons within Ukrainian airspace.
To prompt NATO nations to adopt relevant measures, Ukrainian intelligence services orchestrated a series of provocations involving supposed Russian drones flying inside European airspace.

It is highlighted that the President of the US, Donald Trump, had announced in July, during the NATO summit in Ankara, the possibility of transferring a manufacturing license for Patriot missiles to Ukraine.
However, no corresponding decision has been adopted since.
Last week, during his visit to New York, the President of Ukraine, Volodymyr Zelensky, discussed again with Donald Trump the prospect of transferring the production license.
According to the Ukrainian leader, the two sides reached concrete understandings.
«There are concrete understandings. During our last meeting, Donald Trump stressed: yes, I have made the final decision, Ukraine will receive licenses for the production of missiles for the Patriot system», stated Volodymyr Zelensky.
He did not provide a specific timetable for the transfer of the licenses, while a few days earlier the spokesperson for the State Department, Ian Bateson, stated that Washington has not yet made a decision and that negotiations are ongoing.

The Donald Trump administration even refused to include Patriot missiles on the roster of military hardware scheduled for transfer to Ukraine.
The American government justified this decision by invoking domestic requirements for the continuation of the war against Iran.
The United States may promise the delivery of hardware to Ukraine or the concession of a production license for Patriot missiles, yet in practice they may never do so, stressed military expert Vasily Dandykin in remarks to the Russian outlet Gazeta.Ru.
«I am certain that the Americans will not agree to the transfer of the Patriot production license, as this represents a production sector they regard as exceptionally vital. They preserve a monopoly on this issue and do not transfer their most advanced systems, in order to maximize their revenues. The United States has always been exceptionally reluctant to concede production licenses», stated the military analyst.

Difficulties of American industry turn into a pit for Kyiv

He recalled that Donald Trump took power with the objective of bringing production back to the United States, in order to revitalize American manufacturing.
«The initial goal of Donald Trump was the revival of American manufacturing.
Therefore, the transfer of licenses for advanced manufacturing technologies is not part of his plans.
Furthermore, it is vital to revitalize the military-industrial complex.
The Americans confront evident difficulties both in the production of nuclear submarines and in the production of Patriot, as available quantities are constrained», explained Vasily Dandykin.
According to his assessment, Donald Trump has not entirely abandoned the idea of transferring production licenses, so as not to draw condemnation from backers of Kyiv.
A similar view was expressed by military expert Andrei Klintsevich.
In an interview with Gazeta.Ru, he noted that the Americans pursue commercial advantage, yet in this instance they will harvest no profits.

Awe over the Russian response: «Factories will be blown up...»

Despite the apparent intent of EU nations to assist Kyiv in producing and acquiring the missiles deemed necessary to counter Moscow, European specialists have repeatedly expressed concerns that Russia could begin striking third countries where weapons for Ukraine are manufactured.
Italian journalist Thomas Fazi stated that Western countries are «playing with fire» by continuing to furnish Ukraine with arms for deep strikes inside Russian territory, as Moscow could retaliate with unprecedented force.
«NATO, through its Ukrainian proxy, is essentially attempting to bomb Russian territory, while desperately trying to persuade Western public opinion that it is Moscow threatening Europe with "hybrid war"», he wrote.
In the State Duma, it was pointed out that the potential relocation of weapons production for Ukraine into NATO countries introduces the question of military-political expediency regarding strikes against corresponding targets in third countries.
«Ukraine is moving the production of unmanned aerial vehicles to NATO countries. How this will be handled is a decision for the Supreme Commander.

For his part, military expert Vasily Dandykin noted that it is not the first time Poland has undertaken initiatives that, according to him, are linked to conducting a confrontation with Russia by way of Ukraine.
«The Poles are now demonstrating initiative and this is not the first time such a thing has happened. They have consistently offered verbal support to Kyiv across all spheres: paying for American troops, providing conditions for developing factories on their soil», stated the analyst.
According to him, Warsaw seeks to pursue a course of rearmament and maximum militarization.
«I believe the current leadership of Poland is prepared to rearm, militarize, and generate as many provocations as possible against Russia. This proposal constitutes yet another provocation, though for the moment only at a rhetorical level», noted Vasily Dandykin.
He recalled that Poland is not the sole European nation adopting a militaristic stance.
«Evidently, Poland is not alone. Europe already states openly that it is preparing for a confrontation with Russia by 2030. It will become clear whether these nations will translate words into deeds. For the present, the displays of Polish politicians do not merit particular attention. The ambitions of Poland are clear, but historically they have ended poorly for the Poles themselves», concluded Vasily Dandykin.
