The President of Venezuela, Nicolas Maduro, sent a letter to his Russian counterpart Vladimir Putin, requesting assistance due to the growing threat from the USA, reports the Washington Post (WP), citing confidential documents.

In the letter, Maduro asked Russia to help strengthen his country’s air defense.

His requests include the upgrade of several Russian Su-30MK2 aircraft that Venezuela had previously acquired.

Maduro emphasizes that the Russian fighters "represent the most significant deterrent tool for the national government of Venezuela against the threat of war."

Additionally, the Venezuelan leader requested 14 missile sets and upgrades for the radar systems.

In his letter, Maduro asserts that with Russia’s help, Venezuela can resist and repel U.S. invaders.

According to the WP, this document was reportedly delivered to the Russian leadership by the Venezuelan Minister of Transport, Ramon Velázquez, during a visit to Moscow in mid-October.

A similar message was conveyed to the First Deputy Prime Minister of the Russian Federation, Denis Manturov, according to the report.

Venezuela prepares for attack

Recognizing the increasing strategic pressure from the USA and its allies, Venezuela has launched an intensive military planning program to deter a potential attack.

The country has reinforced its air defenses through the gradual deployment of modern air defense systems, such as the Russian S-300, and has developed strategies to counter external threats.

Under Maduro’s leadership, Venezuela has adopted a decentralization strategy in which its military forces are distributed across various regions, strengthening the army’s capability to respond to multi-front attacks.

The decentralization of the country’s military power is expected to facilitate the allocation of resources and defensive programs in the event of a large-scale attack.

Furthermore, Venezuela continuously conducts military exercises, highlighting them as a key tool for enhancing strategic readiness and psychological deterrence.

These exercises focus not only on traditional military defense but also on adapting and integrating asymmetric tactics, such as guerrilla warfare.

On full alert

If military conflict escalates into a full-scale U.S. attack, Venezuela is expected to adopt guerrilla warfare tactics in response to superior American forces.

Guerrilla warfare is a strategy that has proven effective in cases of asymmetric conflicts, where one side is militarily superior.

The Venezuelan army, along with militias and various resistance groups supporting the Maduro regime, has the capacity to employ efficient insurgent tactics.

These tactics could include using rural and urban areas as battlefields, limiting the USA’s ability to utilize air power and other technologically advanced forces.

In the past, Venezuela has demonstrated that its resistance can endure and be effective, even against much larger armies.

Meanwhile, according to reports in the U.S. press, the U.S. government is reportedly preparing to attack Venezuela in the coming days.

Reports indicate that the White House has set a goal of destroying military installations allegedly used by a drug cartel led by Maduro, according to U.S. Secretary of State Marco Rubio.

"Maduro’s days are numbered," high-ranking U.S. officials are reportedly saying.

Officially, U.S. President Donald Trump and Rubio deny this information.

However, on October 24, Trump stated that Washington would carry out land attacks following attacks on ships to stop the flow of drugs into the country from Venezuela.

"The land will be next… I think we’ll just kill people who bring drugs into our country," Trump said.

According to CNN, Washington could overthrow Maduro through a coup.

The USA has already tried to capture Maduro

The U.S. President signed a secret document authorizing the CIA to conduct "aggressive actions" against the Venezuelan government as part of the fight against drug trafficking, revealed the WP.

According to the Associated Press, the United States has already attempted to capture the Venezuelan leader.

Specifically, a U.S. Department of Homeland Security agent, Edwin Lopes, tried to recruit a pilot from the Venezuelan Air Force to deliver Maduro for subsequent arrest.

After returning to the White House in January 2025, Trump labeled Venezuela an enemy of the USA and imposed sanctions on countries that purchase oil from it.

He emphasized that under former U.S. President Joe Biden, Washington began buying oil from Caracas "for billions of dollars."

The likelihood of a military conflict between the USA and Venezuela remains unclear and uncertain.

Although U.S. political rhetoric appears to escalate tensions, Venezuela’s strategic response shows that the country is not indifferent to the threat.
