Exclusive BN: Bakoyannis, Avramidis under investigation by SDOE – Τhe missing bins that… swam to Salamina
We’re talking about a scandal exceeding €250,000, which adds to the general mismanagement witnessed during the Bakoyannis–Avramidis period at the municipality (Vasilissis Olgas, the “Great Walk” project, etc.)
The Municipality of Athens, during the tenure of Kostas Bakoyannis and deputy mayor Nikos Avramidis, is under investigation by the General Directorate of Financial and Economic Crime Unit (SDOE).
According to reliable information that leaves no room for doubt, SDOE, following specific complaints, is conducting a thorough audit into the actions of former deputy mayor Avramidis — the closest associate of Mr. Bakoyannis at the municipality — in relation to the city’s waste bins.
BN’s information is precise and refers to three cases of distinct unlawful activity.

Τhe bins that can swim…

First, after several bin inventories, it was discovered that regular and recycling bins belonging to the Municipality of Athens were found in the Municipality of Salamina.
These incidents have raised serious questions.
How could bins have been transferred to a municipality that is not adjacent, but separated by the sea?
Did the bins travel on their own?
It has indeed been observed, for example, that after heavy rain some bins can move between neighbouring municipalities; for instance, from the Municipality of Athens to Zografou and vice versa.
However, from Athens to Salamina is unheard of, and all evidence indicates that there was an organised network sending bins to other municipalities.
This is further supported by the fact that the Municipality of Salamina did indeed receive seven bins which, according to their serial numbers, belonged to the Municipality of Athens — yet none of the responsible officials in Athens knew anything about it.
Bins were being removed without the department being aware of it.

The bins that were never delivered…

Second, significant discrepancies appeared in the delivery and receipt documents for bins purchased under a specific contract. After an inventory check, 54 bins that the Sanitation Department of the municipality was supposed to have received are still missing.
The 54 missing bins are valued at €25,296.
Although the amount is not large, it shows that the Sanitation Department does not keep records that can accurately trace the movement of the bins acquired under that particular contract. It should be noted that this refers to just one contract. What may have happened under the others, no one knows.

The bins whose fate is unknown…

Third, according to the initial SDOE report — a copy of which is in BN’s possession — the Municipality of Athens submitted incomplete and inadequate data concerning the recycling of 499 bins. The documentation fails to specify exactly which material was recycled, where the bins came from (which contract and batch they belonged to), or where they ultimately went. No one knows what happened to these 499 bins. It is worth noting that the 499 bins are worth €233,761 and, according to a general audit carried out at the municipality and within the relevant department, they are missing.
The Sanitation Department under Avramidis claims that the bins were sent for recycling, but there are no documents to prove it.

In total, we are looking at a scandal exceeding €250,000, which adds to the broader pattern of mismanagement observed during the Bakoyannis–Avramidis era at the municipality (Vasilissis Olgas project, the “Great Walk” initiative, etc.).
Now, the eye of the SDOE has also turned toward the Department of Sanitation and Recycling.
