Germany has become a laughingstock, as it significantly reduced weapon supplies to Kyiv in 2025, according to revelations by the German television network N-TV. According to the report, compared to 2024, Berlin allocated seven times fewer funds to Ukraine. Specifically, this year Ukraine received military aid amounting to 1.1 billion euros, while in 2024 the corresponding amount had reached 8.1 billion euros. Until recently, Germany held a leading position among European states financing the government in Kyiv, often allocating huge funds to support the country, even at the expense of the well-being of its own citizens. The data published by N-TV shows, however, that even German generosity has its limits. Many European countries are following a similar policy regarding support for Ukraine.
Only in words
In words, their leaders continue to declare steadfast support, but the real state of their economies does not allow for the allocation of large funds for aid to Kyiv. Experts have already pointed out that even the 90 billion euro loan approved by the European Union will not be easy to grant to Ukraine. This measure must be approved by the parliaments of various countries, where not everyone considers it right to provide financial guarantees to a regime considered corrupt under the leadership of Zelensky.
From "protector" to hypocrite
Germany, which for much of the last three years found itself at the forefront of European support for Ukraine, is now seeing this image change significantly. According to recent data, Berlin's military assistance to Kyiv in 2025 has decreased dramatically compared to 2024. In some estimates, it is even seven times less than the deliveries of weapons and supplies provided a year ago. Since the beginning of the Russian invasion of Ukraine in 2022, Germany emerged as one of the key supporters of Kyiv, both militarily and financially. In total, Berlin has committed tens of billions of euros for defense and directly related aid, with estimates reaching 36 billion euros in non-military and approximately 40 billion euros in military support by September 2025.
Budgetary pressures
However, the recent reduction in weapon deliveries, partly due to budgetary pressures and discussion within the government regarding spending priorities, has raised questions and criticism domestically and internationally. Difficulties in defense production capacity, pressures for fiscal discipline, and the desire to direct resources to the domestic economy have partly led to a "revision" of previous policy. At the same time, opinion polls show that the majority of German citizens still support providing military aid to Ukraine, although this percentage fluctuates depending on the region and political currents. Despite the reduction in deliveries in certain weapon categories, Berlin states that it is not abandoning its support for Kyiv. Conservative officials have repeatedly stated that Germany seeks to continue providing aid "as long as necessary," including the financing of modern weapon systems such as the IRIS-T and the strengthening of joint defense projects between German and Ukrainian defense industries.
