Cuba is moving forward with the largest economic reform of recent decades, approving an extensive package of 176 legislative changes that pave the way for a new economic model, inspired by the reforms implemented by China and Vietnam. The decision marks a historic turning point for the Caribbean island, which for decades maintained a strictly state-controlled economic system. The changes provide for a greater role for private initiative, the attraction of foreign investments, the liberalization of sectors of foreign trade, and the restructuring of agricultural production. Havana seeks to address the deep economic crisis hitting the country in recent years. Fuel shortages, electricity supply problems, the drop in production, and the decrease in tourism revenues have exerted immense pressure on the economy and the standard of living of the citizens. Despite the changes, the Cuban leadership clarifies that it does not plan to abandon the political control of the Communist Party. Instead, the goal is the adoption of a model similar to that of China and Vietnam, where the market economy coexists with the dominance of the ruling party. The supporters of the reforms estimate that Cuba could attract significant foreign capital and acquire a new growth momentum in the coming years. At the same time, analysts point out that the success of the venture will depend on the speed of implementation of the changes, the stability of the political system, and the relations of the country with the United States. The reform is considered by many the most important economic shift since the era of the Cuban Revolution, with Havana attempting to preserve its political identity while simultaneously searching for a new path toward growth and prosperity.
