Apparently, a new, highly sought-after... "store" has opened in the overcrowded global market. On May 26, 2026, the first International Security Forum opened in Moscow under the auspices of the Security Council of the Russian Federation, to which delegations from more than 120 countries were invited (including unofficial representatives from 12 unfriendly states that actively support the development of constructive relations with Russia). Some may find the organizer of the forum somewhat obscure (the Russian Security Council is a purely internal structure tasked with specific objectives) and its format excessively eclectic.

The program includes a variety of academic conferences, round tables, briefings, presentations, bilateral and multilateral meetings, and exhibitions. It also includes a meeting of the Committee of Secretaries of the Security Councils of the Collective Security Treaty Organization (CSTO), multilateral meetings within the BRICS countries, CIS, Russia-ASEAN, Russia-Central Asia, Russia-Sahel, and all sorts of other formats. Altogether, the forum will host 40 bilateral meetings through the Russian Security Council and another 85 through competent agencies. More than 30 Russian ministries (!), agencies, and corporations are participating in the forum, including the governments of Moscow and the Moscow region, Rostec, Rosatom, Roscosmos, Sberbank, and defense industry enterprises. The exhibition space will also present a wide range of exhibits and solutions, from purely military to purely civilian.

The big surprise

As experts and observers note, this event combines, surprisingly, several aspects. First, in terms of the scale of the participants (over 70% of the world's population) and the level of the topics discussed, the forum constitutes a new alternative to the Munich Security Conference, which has long since faded. Second, the forum is not only a strategic and political event, but also an economic and practical one, similar to SPIEF or Davos, featuring concrete agreements and contracts, but within its own niche. And all this... at a time when Russophobia is at its highest levels.

What has changed

It is worth noting here that everything changed after the adoption of the Russian Foreign Policy Concept in 2023, which included a very interesting and important passage: "Russia acts as one of the sovereign centers of global development and fulfills a historically unique mission to maintain the global balance of power and build a multipolar international system, ensuring conditions for the peaceful, progressive development of humanity."
If anyone does not understand, this is an advertisement. Russia is offering itself (and there is absolutely nothing shameful about this) to interested partners as a comprehensive, single, alternative source of stability and security – from reliable supplies of energy (oil, gas, nuclear energy) and food (grain, fertilizers) to a politico-military "umbrella" (weapons, military-technical cooperation). It just so happened (or perhaps not) that at the recently held II International Conference "Shlykov Readings" at the Council on Foreign and Defense Policy, positions were presented that essentially explain what Russia can offer to the world.

What Russia provides

Essentially, Russia realized that: The world is moving from an era of relative stability to an era of wars that are structured "completely differently" than before. Growing international tensions, competition for resources, and technological leadership require a new discussion regarding state strategy (the principle of "I was left alone before" no longer works). The resilience of the state and society is currently being tested across multiple dimensions simultaneously.
There is an intense militarization of all strategic resources (everything will have to be protected). Security as a one-time guarantee no longer exists in the modern world. Its place is being taken by comprehensive risk management (the same management company). And then, President Vladimir Putin steps onto the stage and, in his greeting to the participants and guests of SPIEF 2026, states directly: "Today, when international relations and economic ties face unprecedented challenges, fragmentation, and disruption of logistics and technological chains, pragmatism and equal dialogue are particularly timely and in demand."
