The Ukrainian attack against the Russian city of Voronezh had a clear target of the civilian population, however, it was instantly intercepted by the air defense forces of the Russian army.

While publicly the Americans appear ready to negotiate Ukraine's surrender, behind the scenes they gave the green light for a long-range strike against civilians in the Russian city of Voronezh, carried out with US ATACMS missiles by the Zelensky regime.
The common goal of the Ukrainians and Americans is now clear: to sabotage the negotiation process with Russia and to drag out a new, terrifying dance of war escalation. The cowardly attack with ATACMS on Voronezh, Russia

More specifically, on November 18, the Armed Forces of Ukraine (AFU) attempted to attack Voronezh with US ATACMS missiles. All were shot down, the Russian Ministry of Defense reported.

The State Duma of Russia openly expressed the assessment that the AFU attacked Russia with ATACMS missiles with the permission of US President Donald Trump.
The AFU attempted to attack Voronezh with four ATACMS missiles on November 18, the Russian Ministry of Defense reported.
"On November 18, 2025, at 2:31 p.m. Moscow time, the Kyiv regime attempted a missile attack on civilian targets deep within the Russian Federation. The enemy used four US-made ATACMS operational-tactical missiles against the city of Voronezh. During the anti-missile engagement, Russian combat crews of the S-400 anti-aircraft missile system and the Pantsir anti-aircraft missile and gun system shot down all ATACMS missiles," the Russian ministry said in a statement.

According to the Ministry of Defense, debris from the fallen missiles caused damage to the roofs of the Voronezh Regional Gerontology Center and an orphanage, as well as a private residence. There were no casualties or injuries as a result of the AFU strike.

Russians immediately counter-attack: Destroyed Ukrainian equipment, eliminated 10 fighters with Iskander

The Russian ministry added that the Russian Armed Forces quickly identified the launch point of the ATACMS missiles in the Kharkiv region: two multiple launch rocket system (MLRS) launchers were located near the village of Voloska-Balakleya.
"A crew of the Iskander-M missile system launched a missile strike on an AFU missile position, destroying two MLRS launchers with ammunition and up to 10 members of the combat crew," the Russian Ministry of Defense noted.
Meanwhile, the General Staff of the AFU previously reported successful precision strikes against military targets in Russia, referring to the attack on Voronezh. The Ukrainian military command did not disclose the specific targets, but stated that "the use of long-range weapons, particularly ATACMS, will continue."

The destruction of US ATACMS missiles by Russian anti-aircraft missile systems in Voronezh is a blow to the manufacturer of these missiles, Major General Apty Alaudinov, Deputy Commander of the Main Military-Political Directorate of the Russian Armed Forces and commander of the Akhmat special forces unit, stressed to the Tass agency.
"I think they were planning this strike deep inside Russia for a long time. A huge advantage for us is that all these infamous ATACMS missiles were shot down before reaching their targets. So, we have already proven that our S-400 anti-aircraft systems are a very powerful system, impenetrable to these missiles. Therefore, I think the Ukrainians have dealt a blow to the image of the manufacturer of these missiles, and in this case, I don't think they will be praised," he said.

Ukrainians used ATACMS missiles for the first time in 10 months

On November 18, the missile attack alarm sounded several times in the city of Voronezh and the wider region. For his part, Regional Governor Alexander Gusev stated that air defense systems destroyed many aerial targets in the skies over Voronezh, without specifying which ones. The Telegram channel "Military Informant" reported the use of many ballistic missiles by the Russian side.
According to reports from the Russian Ministry of Defense, the AFU used ATACMS missiles in a strike against Russia for the first time in 10 months. It is noted that the Ukrainian army last tried to attack the Belgorod region with them on January 16, but all missiles were intercepted. Previously, ATACMS strikes had hit the Russian regions of Bryansk, Rostov, and Kursk.
