Europe and Ukraine are preparing a 12-point proposal aimed at ending the war with Russia.
Significant shifts are unfolding across Europe following the cancellation of the planned meeting between Donald Trump and Vladimir Putin. European leaders are reportedly working on a 12-point proposal intended to bring the Russian war to a close.
However, according to leaked details, European negotiators seek to maintain the current front lines while rejecting Vladimir Putin’s terms to the United States that call for Kyiv to cede territory in exchange for a peace deal.
The proposal includes the return of all displaced Ukrainian children and a prisoner exchange, while Ukraine would receive security guarantees, funding for post-war reconstruction, and a fast-track path to membership in the European Union.
Sanctions against Russia would be lifted gradually, though roughly $300 billion in frozen central-bank reserves would be returned only once Moscow agrees to contribute to Ukraine’s post-war reconstruction.

The role of the United States

The plan envisions a peace committee chaired by U.S. President Donald Trump to oversee the implementation of the proposed framework, according to reliable Bloomberg sources.
Once Russia agrees to a ceasefire with Ukraine and both sides commit to halting territorial advances, the proposal foresees the return of all displaced Ukrainian children and a prisoner swap.
Ukraine would receive security guarantees, war-damage reconstruction funding, and an accelerated path to EU membership.
Under the plan, Russia would accept the gradual lifting of sanctions, while the $300 billion in frozen reserves would be released only after Moscow agrees to participate in rebuilding Ukraine.
Sanctions would be reinstated if Russia were to attack Ukraine again.
Moscow and Kyiv would then begin negotiations over the governance of occupied territories, though neither Europe nor Ukraine would legally recognize those regions as Russian.
Details of the plan remain under discussion and may change, the Bloomberg sources said.
Any proposal will also require approval from Washington, and EU officials may travel to the U.S. this week, according to the same reports.

Trump’s proposal for an immediate halt to the war

The new initiative echoes Donald Trump’s calls last week for an immediate freeze of the conflict along existing battle lines and the launch of peace talks.
Following a phone conversation with Putin and a White House meeting with Ukrainian President Volodymyr Zelensky, the U.S. President declared that Russia and Ukraine must “stop where they are.”
“Enough blood has been spilled, with borders now defined by war and endurance,” he wrote on Truth Social.
Trump reiterated his stance to reporters aboard Air Force One, saying both sides should “stop immediately at the front lines, go home, stop killing people, and end it.”
He added that territorial issues could be discussed later.
Trump also announced plans to meet with Putin in Budapest in the coming weeks.
U.S. Secretary of State Marco Rubio held phone talks on Monday with Russian Foreign Minister Sergey Lavrov, but the two sides failed to reach an agreement on preparatory meetings ahead of the planned summit.

Russia rejects the idea of ending the war

Russia, meanwhile, is downplaying expectations of an early Putin–Trump meeting.
“The work ahead will be difficult,” Kremlin spokesman Dmitry Peskov told the Interfax news agency.
“Neither President Trump nor President Putin has provided a specific timeline. Serious preparation is required.”
European leaders have stated that they “strongly support” an immediate halt to Russia’s war in Ukraine along current positions in order to open peace negotiations.
Ukraine’s alliance within the so-called “Coalition of the Willing” is expected to convene on Friday.
Meanwhile, the European Union leaders’ summit in Brussels on Thursday will discuss further sanctions against the Kremlin as well as financial aid for Ukraine, using frozen Russian central-bank assets.

Disagreements

While Zelensky criticized Budapest as a potential negotiation venue due to Hungarian Prime Minister Viktor Orbán’s pro-Russia stance, he said he would attend the talks if invited.
“We have come closer to a possible end of the war. I can say that with certainty,” Zelensky told reporters in Kyiv following his visit to the United States.
“That doesn’t mean it will definitely end, but President Trump has achieved a lot in the Middle East, and he wants to end Russia’s war against Ukraine.”
Trump made no mention of Ukraine’s requests for additional air-defense systems or energy support after his meeting with Zelensky on Friday.
During their discussions, Trump insisted on the need for Ukraine to quickly accept a deal and emphasized Russia’s military superiority.
U.S. officials present at the talks hinted that Ukraine might make territorial concessions to help secure an agreement, the sources added.
