Without a productive base, technical know-how, and preparation beyond short-term electoral cycles, no country can safeguard its genuine national independence and deterrence, underscores Michalis Sallas, Chairman of Lyktos Group, Honorary Chairman of Piraeus Bank, and former university professor, in an op-ed intervention.

In an era of rapid geopolitical, technological, and climate upheavals, the military shielding of Greece through the «Achilles' Shield» is sound but insufficient if not accompanied by a corresponding «Athena Plan» for the economy, a holistic national strategy spanning six pillars: energy, food, and water security; technological autonomy; productive resilience; fiscal stability; and the enhancement of human capital.
Without a productive base, know-how, and readiness extending past electoral horizons, real deterrence cannot be achieved.

And there are moments when History accelerates.
At such junctures, delay is not merely an administrative shortcoming.
It transforms into a national peril.

Greece stands at precisely such a crossroads today

The world in which we constructed our security, economy, and expectations is shifting.
Wars have returned to Europe and its neighborhood.
Energy, raw materials, technology, and supply chains are now wielded as levers of geopolitical coercion.
Artificial intelligence is reshaping manufacturing, defense, and labor.
Climate change imperils infrastructure, agricultural output, and water reserves.
Concurrently, Europe can no longer take for granted that the United States will indefinitely shoulder the bulk of its defense.
This is why it is elevating defense spending and targeting 2030 to reinforce strategic readiness.
The old era of certitudes is receding.
The question is not whether we can block change.
It is whether we will meet it, paraphrasing Cavafy, «as one long prepared, and full of courage».

Within this environment, the decision to develop the «Achilles' Shield» is strategically sound

The conflicts of recent years demonstrated that no country is safeguarded solely by aircraft, warships, and conventional weapons systems.
A unified early warning network and multi-layered defense against aircraft, missiles, drones, and asymmetric threats are imperative.
The primary value of the «Achilles' Shield» lies in its architecture.
Disparate assets will no longer operate as isolated, disconnected platforms.
Sensors, radars, naval vessels, aircraft, land-based formations, and command nodes will integrate into a unified intelligence collection and operational exploitation network.
Greece, given its geography and particular security parameters, does not have the luxury of designing such a system after a threat has already manifested.
The «Achilles' Shield» is not an investment in war.
It is an investment in prevention, deterrence, and the preservation of peace.
The strategic course is therefore correct.
Its ultimate success, however, will depend entirely on implementation.
On whether it is completed on schedule, integrated seamlessly with existing assets, and secures meaningful domestic defense industrial participation. It is not enough to procure technology off the shelf. We must acquire knowledge, domestic industrial capacity, and the capability for subsequent upgrades.

The exact same logic must now be applied to the economy

Greece requires an «Athena Plan»: a multi-tier national framework for economic security, productive resilience, and technological readiness.
The designation is deliberate.
Athena symbolizes not merely wisdom.
She embodies strategic foresight, technical mastery, and victory achieved through planning and organization, rather than brute force.
Just as no single weapons platform suffices for national defense, no headline growth rate alone guarantees economic security.
An economy can post growth while simultaneously maintaining dangerous dependencies on imported energy, external technology, overtourism, or a handful of export markets.

The «Athena Plan» must integrate what is currently approached piecemeal

The first tier is energy security.
The nation requires diversified supply sources, utility-scale storage, modern power grids, and robust cross-border interconnectors. It equally requires a comprehensive blueprint to protect energy infrastructure against natural disasters, cyberattacks, and geopolitical turbulence.

The second tier is food and water security.
Climate degradation and desertification already threaten fertile regions. A new water management paradigm is essential, alongside agricultural modernization, strategic reserves, and the domestic protection of core staple supplies.

The third tier is technological and digital autonomy.
Greece cannot manufacture everything.
It must, however, possess secure data computing hubs, formidable cyber defense capabilities, sovereign digital infrastructure, and domestic competence in artificial intelligence, autonomous systems, and big data architecture.

The fourth tier is productive and supply chain resilience.
We must identify which critical goods the nation could be deprived of during a major international shock.
Pharmaceuticals, semiconductors, defense materiel, food staples, and industrial machinery cannot remain exclusively dependent on distant, fragile logistics corridors.

The fifth tier is fiscal and financial endurance.
Public debt reduction, robust cash reserves, and a resilient banking system are not merely economic objectives.
They constitute preconditions for national sovereignty.
An over-indebted country possesses severely curtailed strategic options when a systemic crisis erupts.

The sixth and most crucial tier is human talent.
Without technicians, engineers, researchers, healthcare professionals, and a skilled workforce, economic security cannot exist.
Demographic decline, education reform, and the repatriation of the Greek diaspora must form the nucleus of national strategy.

In the wider region, Turkey is systematically investing across multiple sectors

Across the Aegean, Turkey is investing systematically not only in its Armed Forces, but across its defense industry, logistics networks, energy hubs, and high-tech sectors.
Greece does not need to be dragged into an unsustainable arms race of numbers. It must, however, ensure that the capabilities gap does not widen.
The defensive balance is contested across weapons systems.
The aggregate balance of power, however, is decided in the economy, technology, domestic production, and institutional quality.
The country therefore requires two mutually reinforcing shields.
The «Achilles' Shield» for territorial defense, and the «Athena Plan» for the preservation of its economic and productive foundation.
Genuine national confidence is not born of rhetoric.
It is forged through preparation.
Through an economy that produces, a state that anticipates, a society that endures, and leadership with the courage to look past the next electoral horizon.
A prepared nation is not one that claims to know the origin of the next crisis.
It is one capable of withstanding it, regardless of where it strikes.
And when the new era arrives at its gates, to confront it as one long prepared, and full of courage.
