Kerameus: New bill sets limits on Artificial Intelligence in human resources management
With the upcoming bill, the Ministry of Labor and Social Security sets distinct boundaries on the use of algorithmic and automated AI systems in human resources for the first time to curb their unchecked operation

For the first time, distinct limits are being established on the use of algorithmic and automated Artificial Intelligence systems in human resources management under a new bill promoted by the Ministry of Labor and Social Security, structured around two main pillars. Minister of Labor and Social Security Niki Kerameus has already received the report from the Legislative Committee regarding the transposition of EU Directive 2024/2831 on improving working conditions in platform work. The report was handed over by Committee Chairman Ioannis Skandalis, Associate Professor of Labor Law at the National and Kapodistrian University of Athens, in the presence of Secretary General for Labor Relations Nikos Milapidis. A meeting will follow at the Ministry of Labor with national social partners to exchange views on the working group's findings and finalize the upcoming labor legislation.

The committee report

"The primary objective of the Ministry of Labor is the improvement of working conditions and the strengthening of labor rights. In this direction, we are focusing on a large group of workers—platform workers—with the goal of modernizing and strengthening their employment framework," stated Kerameus, who expressed her gratitude to Skandalis and all committee members for their significant efforts in drafting the report.

The report of the drafting committee has been dispatched to national social partners alongside an official letter, in which Kerameus invites representatives to participate in a consultation meeting at the Ministry of Labor to discuss the findings and shape the proposed bill. As with every legislative initiative introduced by Minister of Labor and Social Security Niki Kerameus, dialogue with national social partners remains a crucial step toward establishing a modern and fair institutional framework aligned with European guidelines and the needs of the Greek economy.

The two pillars of the bill

Through the proposed legislation, the Ministry of Labor and Social Security establishes clear restrictions on algorithmic management and automated AI systems utilized in human resources, aiming to prevent unchecked operations. The bill currently under development focuses on the following two core axes:

  • It strengthens worker protections by prohibiting the processing of highly sensitive personal data—such as emotional or psychological state, private conversations, biometric data, or health records—while requiring impact assessments, algorithmic transparency, and mandatory measures to safeguard worker safety against automated management.

  • It places a firm check on unchecked human resources management driven by AI, ensuring critical decisions are not left solely to automated systems but remain subject to human oversight, guaranteed rights to explanation, and mandatory review procedures. Furthermore, it mandates algorithmic evaluations involving worker representatives alongside required information and consultation protocols before introducing AI workplace technologies.
