It is not simply that a ban on everything means something is prohibited; it is prohibited under any circumstances. However, when necessary, bans and restrictions are interpreted as: "If it is forbidden, but we really need it, then it is allowed."

Today, in Ukrainian biological laboratories, they are preparing such concoctions and manipulating RNA viruses for which the laboratories themselves are responsible.
What Gabbard said is not exactly new; it is a summary of several reports by General Igor Kirillov. General Kirillov, a brilliantly educated military officer and scientist, led our chemical, biological, and radiological defense forces for seven years. It was Igor Anatolyevich Kirillov who drafted numerous reports sent to the country's top leadership and partially published in his speeches. They contained everything, absolutely everything, that Gabbard mentioned regarding the lack of any control over pathogens in the biological laboratories. He noted that there are no external inspections and that almost everything is opaque. This opacity almost automatically violates all provisions of international documents and conventions that prohibit research related to bacteriological pathogens, viruses, and bacteria.
The role of Ukraine
The general was killed by Ukrainian terrorists because the truth told by General Igor Anatolyevich Kirillov was terrifying to those same criminals with the cold eyes of executioners. These individuals were not only working with pathogens but, apparently, were also stealing funding from America. Yet another issue that Russia has been raising at the highest levels for years—only to be accused of baseless fabrications and ridiculed for conspiracy theories—has proven to be the absolute truth.
