Sweeping report: Hundreds of attacks foiled "at the last minute"

Since the start of 2025, according to Russian authorities, 374 terrorist crimes have been prevented, including 273 planned attacks. Over 2,000 suspects have been arrested, while 24 individuals described as terrorists or their accomplices have been neutralized.

In the North Caucasus, five anti-terrorist operations and 164 broader combat actions were carried out, with the activities of 332 militants having been—as the FSB reports—stopped.

Illegal arsenals and trafficking networks dismantled

Russian security services have seized over 200 portable missile systems, 147,000 cartridges, and 1,500 explosive devices. At least 29 channels of illegal arms trafficking have been closed, while 113 underground workshops for converting and upgrading weapons have been located and dismantled. Concurrently, 87 organized criminal groups accused of arms smuggling have been—according to the official update—neutralized.

Moscow: "Ukrainian services are changing tactics under Western guidance"

Alexander Bortnikov, head of the FSB and the National Anti-Terrorism Committee, claims that Ukraine has "fundamentally changed" the methods of using explosives and toxic substances, implying influence from Western supporters.

According to the Russian side, attempts to strike on Russian territory have increased "dramatically," a fact that—as the FSB states—necessitates the strengthening of all counter-terrorism measures.
